On the morning of May 20, 2011 a news story landed in my inbox as I was sorting emails at the office, about the Global Fund’s decision to suspend grants to China. According to The New York Times article forwarded to me, the Fund had suspended aid to China because the government did not distribute a portion of the grant money equitably among the local NGOs.
